Minnesota Safe at Home
As of January 1, 2025, Minnesota Department of Human Services (DHS) Electronic Visit Verification (EVV) Safe at Home Policy takes effect. This policy requires a unique EVV practice only for participants of the Safe at Home Program.
Safe at Home is a statewide address confidentiality program administered by the Office of the Minnesota Secretary of State. It is designed to help survivors of domestic violence, sexual assault, stalking, or others who fear for their safety maintain a confidential address. Minnesota state law, Minnesota Statutes, Chapter 5B and Minnesota Rules Chapter 8290, established Safe at Home Confidentially Services.

Agencies that serve Safe at Home participants are required to capture Electronic Visit Verification (EVV) for in-scope services.
Caregivers serving Safe at Home participants are required to use Telephony (IVR) only.
The Safe at Home participants P.O. Box address is listed on the member’s file in the MMIS.
The address is sent from Department of Human Services (DHS) through MMIS to HHAeXchange when members information and authorizations are connected to the providers portals.
The Safe at Home participant's P.O. Box registered in the EVV system is the only location used for the service delivery.

The Lot number is specific to each participant.

Register the caregiver’s Safe at Home P.O. Box and phone number in each member’s profile that the caregiver provides services for.

Member as the Safe at Home Participant:

Caregivers call the participant's Safe at Home telephone number to clock-in and clock-out for EVV visits.

The patient’s telephone number listed in the patient’s profile is connected to the P.O. Box to ensure calls properly link to each visit.
Caregiver as the Safe at Home Participant:

Caregiver Safe at Home participants use their telephone number to clock-in and clock-out for EVV visits.

The caregiver’s telephone number listed in the patient’s profile is connected to the caregiver's P.O. Box to ensure calls properly link to each visit.
Clock-in and clock-out calls fall on the Call Dashboard for Safe at Home caregiver participants who service more than one member. Providers are required to resolve the Call Dashboard statuses to link the caregiver’s clock-in and clock-out with the applicable member.

Instructions are for HHAeXchange System Users only. EDI Providers are required to work with their vendor to comply with Safe at Home Policy considering Caregivers as Safe at Home participants.
Safe at Home Caregiver Participants may care for more than one member.

Create Schedules in Advance: Reference the Create Visits topic to review how to create visits in advance on the caregiver or patient's calendars. After the visit, go to the Call Dashboard to link the call-in and call-out to the scheduled visit.

Create Schedules After the Fact: Providers can create visits after they’ve occurred from the Call Dashboard. Link the Caregiver’s call-in and call-out to the visit.

EDI Providers are required to work with their 3rd Party EVV Vendor to comply with MN DHS’ Safe at Home Policy.
