District of Columbia Payroll Tax Requirements
There are three required tax items you need in order to get set up for payroll.

Withholding Account Number
New businesses can register online with the DC Office of Tax and Revenue.
UI Account Number
New businesses can register online to receive their UI Account Number.

Salsa needs to be authorized as your Third Party Administrator (TPA) in order to file and pay your DC unemployment insurance taxes. You can complete this process online through the DC Employer Self-Service Portal. You need:

A copy of your signed DC Power of Attorney form which can be accessed from the Tax Forms tab of your Salsa Payroll dashboard.

The DC Total Contribution Rate comprises both your DC UI Contribution Rate and the uniform DCAdministrative Assessment Rate applicable to all businesses.

If you already have a DC Withholding Account Number, you can look this up online or on correspondence from the DC Office of Tax and Revenue. If you’re unsure, contact the agency at (202)727-4829.

If you already have a DC UI Account Number, you can either look it up online or find it on the Contribution Rate Notice mailed by the DC Department of Employment Services. If you’re unsure, contact the agency at (202)724-7000.

The DC Tax Rate can be found online or on the Contribution Rate Notice mailed by the DC Department of Employment Services.

Link us as your third-party administrator to ensure we are able to complete the quarterly filings and amendments (if applicable) in a timely manner.
Grant TPA to DC Withholding Account

We initiate the TPA linking process by submitting a request to access your account online. If your company does not see the TPA request online, email [INSERT EMAIL].

Grant TPA to DC Unemployment Account and Paid Family Medical Leave (PFML)
Part 1 - Power of Attorney (POA) Form

The tax agency requires a signed POA form to authorize the TPA access online. Email [INSERT EMAIL] to request a pre-filled POA to complete.

Once received, complete all sections listed above the Declaration of Representative line, including the initialing and signature portion.

Use this form in step 6 of part 2 below.
Part 2 - Registration and TPA Linking
If you have not already done so, register for an account with the District of Columbia on the Department of Employment Service (DOES) Employer Registration Portal.
[PARTNER] must be the only active TPA agent on your Employer Self-Service Portal (ESPP) account. Complete the first four steps before attempting to link with [PARTNER].

Log into your ESSP account.

From the left-hand menu, select Account Maintenance.

Under the Employer Account heading, select Agent Assignment.

Select Add Agent.

Enter our agent account number: [INSERT ID] and then select Search.

Press Select POA to upload the signed POA.

Under the Assign Roles heading, select the boxes for each of the following roles:

Account Maintenance (view and update)

Payment Submission
-
Wage Reporting (original and amended)

Enter the beginning date that [PARTNER] has access to each role.

Select Save to finish.

Select the Previous arrow in the upper-right corner of the page to verify that we are assigned as an authorized agent.
