Illinois Payroll Tax Requirements

There are two required tax items you need in order to get set up for payroll.

Withholding Account and Taxpayer ID

New businesses must register online with MyTax Illinois. Successful registration will generate both required numbers.

Your Taxpayer ID Number (also recognized as an Illinois Department of Revenue [IDOR] Account ID Number or Illinois Business Tax number [IBT number]) usually aligns with your nine-digit (XX-XXXXXXX) Federal Employment Identification Number (EIN) followed by a three-digit (XXX)Sequence Number. Unemployment Contribution Rate

New employers received their Unemployment Contribution Rate after successful registration on MyTax Illinois.

  • Utilize your MyTax Illinois Account.

  • Locate your Unemployment Account Number on any previously filed Employer’s Contribution& Wage Report (Form UI-3/40).

  • Locate your Unemployment Account Number on the Notice of Contribution Rate sent by IDES in December each year.

  • Locate your Taxpayer ID Number on any previous Illinois Withholding Income Tax Return(Form IL-941).

  • Learn how to locate or obtain an EIN or by calling (800)247-4984.

Existing businesses switching payroll platforms can look up their contribution rate in their MyTax Illinois Account.

Linking us as your third-party administrator ensures we are able to complete the quarterly filings and amendments (if applicable) in a timely manner.

Complete a copy of the IL Power of Attorney (POA) form required by the Illinois Department of Employment Security.

Use this document for guidance on filling out this form.

When you have that form filled out and signed, you have two options:

Option A

  1. Log in to MyTax Illinois Account.

  2. Select Online Upload.

  3. Select Full Access to view and manage

    1. UI Employer Contribution Report

    2. Rate Notice

Option B

  1. Return the signed POA form via email to [INSERT EMAIL].

  2. Toast requests TPA access by uploading the signed POA form to the agency website.
